iinkai/r3d: 請願第12号（教育活動における制限の緩和）の審査ページを追加
安竹が筆頭紹介議員を務めた請願第12号（令和4年2月2日 生活文教委員会）の審査を、会議録（生活文教委員会と本会議）からまとめました。サイドバーと llms.txt も更新しています。
