src/data/updates.json: フロー図のページを更新情報に追加
新設した /ijime-judai-jitai/flow/ がビルド時の自動生成の対象になったため、その結果を反映した。40件の上限を超えるため、いちばん古い1件（カーボンニュートラルの一般質問）は一覧から外れている。
