astro.config.mjs, custom.css: サイドバーにセクション名を付ける
- astro.config.mjs: メディア掲載を「議会での活動」のまとまりへ、私の方針を
最下部へ移動した
- custom.css: トップレベルに小見出し（議会での活動・活動の副産物）と区切り線を
追加した。Starlight はグループ項目に属性を付けられないため、nth-child の
CSS で入れている
