hp-archive.mdx: 窓口・アプリ・多言語・X最新情報を追記
よく使うアプリ（ごみ分別・防災マップ）と緊急時（休日・夜間応急診療）を前面に追加。窓口の受付時間と出張所の取扱業務を追記。ページ内検索の使い方と多言語（英・中・ヒンディー・ベトナム）の案内を追加。市公式Xの最新ポストを追記。古い情報に🔴/🟡の印を付与。下位ページを追加し、検索性を考慮して詳細ページは整理。lg.jpの新しい保存版2件を採用。
