ippan-situmon, iinkai: 答弁をである調に統一する
一般質問の答弁（align="left" の吹き出し）と、請願第19号の審査ページの請願者・
理事者の発言に残っていた です・ます調・敬語を、他のページと同じである調に
統一した（26ファイル、約140文）。
- 語尾の変換のみで、発言の内容（事実・数値・主語・時制・主張）は変えていない。
数値トークンと「」引用文が変更前後で一致することを確認した
- あわせてサ変動詞の冗長表現（「情報共有を行った」→「情報共有した」等）を簡略化
- 説明文の「マスクをしましょう」→「マスクをしよう」
- 過去の置換で壊れていた3箇所（「としてと案内している」「考えいないが」
「情報提供するとともに」）を補修
