astro.config.mjs: 年度グループの先頭リンクを「一覧」にする
年度グループの中の先頭項目が、グループ名と同じ「令和8年度」になっていたため
「一覧」に改めた。一般質問・委員会・請願の各一覧と同じ表記にそろえた。
