ippan-situmon: 月別一覧のサイドバー表示を「一覧」にする
月グループの先頭項目がページタイトル（例: 令和8年9月定例会）になっていたため、
各月の index.mdx の frontmatter に sidebar.label を追加して「一覧」にした。
年度グループの先頭（一覧）と表記がそろう。
